Seijogakuen-mae is one major stop on the train line from Noborito, heading in to Shinjuku. They often have banners on the lamp posts for different seasonal events. It's now Fall, and moon viewing is going to get popular. Where the U.S. has the man in the moon, Japan has the Rabbit Pounding Mochi in the moon. Hence the banner.
