Culture Point used to be kind of a tourist information center in Tenmonkan, focusing on cultural centers like history and art museums. They also sold the full line of 10+ plushie Guree-bu character mascots. Recently, though, the place has undergone a full remodeling, and is now more of an attempt at a gathering place for anime otaku. They even have tables for people to sit down and play Yu-gi-oh card battles.
You are encouraged to stand in front of the backdrop for photos of a bunch of characters I don't recognize.

I haven't watched it, but the characters are from the anime Encouragement of Climb (Yama no Susume).
